The State’s responsibility vis-à-vis UNESCO is shared with the site’s local authorities by reason of their territorial competences.
The Law bearing on freedom of creation, architecture and heritage recognised the joint-responsibility of the State and local authorities in the protection and management of UNESCO sites.
- joint drafting of the Management Plan by the State and local authorities
- action in the context of their competences in the realms of heritage, the environment and urban planning, in particular as regards the Schéma de Cohérence Territoriale (SCOT – Territorial Coherence Scheme) , the Plan Local d’Urbanisme (PLU – Local Urban-planning Scheme) and the Plan Local d’Urbanisme Intercommunal (PLUI – Intermunicipal Local Urban-planning Scheme) .
