The French decree substituting AVAPs for ZPPAUPs is now in force

The Decree of 19 December 2011 has been drawn up to apply articles 28, 29 and 30 of French Law no. 2010-788 of 12 July 2010 on national commitment to the environment. Although it substitutes the Areas for Architecture and Heritage Enhancement (AVAP) scheme for Urban and Landscape Architectural Heritage Protection Zones (ZPPAUP), those areas designated prior to 14 July 2010 may continue until 14 July 2015 at the latest.

This Decree defines the contents and procedure for establishing an AVAP and lays down the procedure for issuing a works permit in this area.

It also adjusts the appeal system against the opinions of Bâtiments de France architects and does away with the ministerial evocation systems associated with the field of view of historical monuments and protected sectors.
