This conference will take place Tuesday 16 September 2008 in the Palais du Luxembourg in Paris and is supported by the Senate study group on architectural heritage with the participation of the National association for towns in art and historical regions and towns in preservation sectors.

Morning:
Financing the protection of the environment : mere chatter ? No, a great cause

Afternoon:
Local protection of heritage : from legal concept to practice

Towns, the last rung on the administrative ladder, can now set up protection measures for heritage sites within their boundaries. This is a new measure and is symptomatic of a paradigm shift: whilst historically public procedures on historic monuments are drawn up by the State against the will of local authorities, which are often seen as excessive, the new measure hands over responsibility to local assemblies with regards to the protection of ancient buildings and steers local planning according to heritage priorities.
Ministries, local and national elected officials, private owners, law experts will confront their points of view and shed light on the issues at stake relating to the new local protection measure.
