Discussions for the SCOT du Pays Loire Angers

Setup of the SCOT du Pays Loire Angers (Regional Coherency Plan), which gathers together 66 towns and villages with over 300,000 inhabitants, is in its final stages. Public meetings are being held to give everyone the chance to express their views.

 

The SCOT

 
This plan is a key aspect of the regional planning policy. It is applicable to local town development plans or other planning documents, local habitat programmes, urban movement plans and commercial development plans.
 
Preparation of the SCOT comprises three main stages:
  • Drawing up the presentation report documents, including the diagnosis
  • Drawing up the sustainable development and layout project (PADD)
  • the General Guidelines Document
 
 

Consideration of Loire Valley landscapes

 
Diagnosis:
"The network of valleys and confluences shapes the Angers landscape and significantly forges its character beyond its borders. The Loire Valley, now listed as a UNESCO World Heritage in the "living cultural landscapes" section, represents the symbolic landscape of the region, for its inhabitants and for tourist promotion."
 
PADD:
"Major assets have been identified in the tourist development plan (…):
The Loire and Anjou low valleys with special attention paid to the Loire landscapes, which have been listed as a UNESCO World Heritage, and to the wealth of fauna and which call for sustainable development of tourism. Navigability of rivers and portside facilities are a development potential for river tourism."
 
 

The discussions

 
With invaluable input from the stakeholders, a diagnosis has highlighted the challenges for the Anjou region. For now this involves agreeing on a future to be shared by everyone and on outlining ways this can be achieved.  
 
Five public meetings with local mayors and councillors have been planned in April and May 2010.
 
To conclude the discussions, the final dossier will be submitted for public inquiry.
