After several years of research, the ANR (French National Research Agency) "PLU patrimonial" programme, which is concerned with the relationship between urban planning and the protection of heritage sites, delivered its findings at a symposium in Angers on 17 and 18 June. A summary has been provided in the form of a documentary film and booklet.
The aim of the "Local Urban Heritage Development Plan (PLU)" programme is the scientific study by urban planning and heritage stakeholders of an instrument known as the “Local Urban Heritage Development Plan (PLU)”. However, there is currently no legal basis for this mechanism, which is designed to operate on the ground. Consequently, the project’s purpose is to define the parameters of a legal mechanism in the making, compare it to existing sectoral instruments and evaluate both its potential and its technical limitations.
What exactly is a "Local Urban Heritage Development Plan”? What criteria may be used in its identification? Which types of heritage sites are concerned? What level of protection does it offer? What added value does – or doesn’t– this tool provide, particularly with regard to outstanding heritage sites?
A documentary film and booklet, the result of 4 years of research, address the questions that arise in the pursuit of a Local Urban Heritage Development Plan.
The multidisciplinary research team, composed of researchers from the Universities of Tours, Angers and Lyon, has examined over twenty PLUs, including several towns located in the Loire Valley: Nantes, Angers, Langeais, La Riche, Tours, Montlouis-sur-Loire, Amboise, Blois, the CC (Community of Municipalities) of Grand-Chambord, and Orléans.
