The AgglO has had its own SCoT since 2008. On 8 July 2014, the AgglO Community Council decided to revise the SCoT to bring it into line with the requirements of the Grenelle and ALUR (Accès au Logement et un Urbanisme Rénové / access to housing and urban renovation) laws. A range of tools will enable inhabitants to acquaint themselves with changes made and participate in the process, including an online opinion poll open up until Sunday 18 January 2015 inclusive.

The SCoT (Schéma de Cohérence Territoriale / territorial coherence plan) is a strategic urban-planning document that lays out a territorial project covering several municipalities. It sets up actions enabling support and supervision of territorial development
