Five municipalities in the Tours urban area (Berthenay, Luynes, St Etienne-de-Chigny, St Genouph and Savonnières) are among the winning local areas in the Landscape Plan Call for Proposals – one of 10 drivers in the national landscape action plan. The French state is providing financial support of up to 30,000 euros, in addition to the methodological support provided by the Club national Plans de paysage.

At the same time as this Landscape Plan, Luynes, the project leader, is developing a regulated area for protecting its built heritage (Area for enhancing architecture and heritage/AVAP) and the classification of its natural environments.

Drawing up a landscape plan applicable to the five municipalities concerned makes it possible to implement the management guidelines listed by the site classification, and thus to publicise the landscape challenges identified and encourage the population to take their landscape on board, with a view to creating an experienced and embodied local area.

In this context, the Loire Valley World Heritage management plan and site classification presentation report are reference documents providing a background to the analysis of the landscape plan, with the operational model of the Outstanding Universal Value (OUV)

The programme of actions set up by this landscape plan will endeavour to strike a balance between protection of a remarkable landscape and development of diverse uses of the area (economic activity, farming, tourism and so on).

It will have to be written up and applied in the urban planning documents of the five municipalities concerned, and put into practice through the running of this new landscape area – particularly within the new Luynes Hôtel Dieu Cultural Centre.
