The Amboise area for enhancing architecture and heritage (AVAP)

The first "Unesco-compatible" AVAP

Drafting a World Heritage section in the AVAP has simplified the regulatory tool. This is a framework for municipal intervention at the scale of the Unesco perimeter, which proposes an illustrated regulatory document. Datasheets describing the built areas within their surrounding landscape also provide guidance for carrying out projects.

Background

The town of Amboise is a symbolic historic urban landscape of the Loire Valley. Its centre forms part of a protected sector and a series of listings in terms of historical monuments, the natural and landscape qualities of the Loire Valley and the River Amasse by several inscribed and listed sites under the 1930 Act. During the revision of the PLU, Amboise sought to obtain a regulatory document which clarified its protection schemes and delivered a heritage enhancement strategy at municipal level. 

Aims

  • Heritage and landscape quality aims on the basis of a territorial assessment of the OUV.
  • Approval by the municipal team following extensive consultation with stakeholders.
  • Design of an educational regulatory document to guide project implementation.

Delivery

A technical committee, led by Mission Val de Loire and bringing together the State, elected local representatives and their technical departments, assisted with two assessments: 

  • A landscape assessment of the defining features of the landscape structure and the terms for its development,
  • A historical summary assessment based on a compilation of existing sources and research findings (maps, prints, texts) and a mapping of the heritage in Amboise, from the fortified Gallo-Roman oppidum (settlement) to the urban developments of the 19th and 20th centuries.

Cette synthèse permet de caractériser les éléments référents de la valeur universelle exceptionnelle sur ce site (VUE). La définition de la VUE du site d’Amboise a accompagné les études de révision du plan local d’Urbanisme (PLU) et de l’aire de mise en valeur de l’architecture et du patrimoine (AVAP).

La Mission Val de Loire, dans son rôle de conseil et d’expertise, a accompagné la commune d'Amboise en identifiant les valeurs Patrimoine mondial sur l’ensemble du territoire communal. Un comité technique, animé par Myriam Laidet, Mission Val de Loire a associé Grégoire Bruzulier, Architecte au STAP 37, Franck Lellu, Inspecteur de sites, DREAL Centre et deux experts mandatés par la Mission Val de Loire, le bureau Urban’ism dirigé par Sophie Clerc et l’historienne, Caroline Barray. Ce comité a défini, de façon collégiale, en lien avec la Ville, les attributs de la V.U.E. sur le site d’Amboise, selon les trois critères de l’inscription Unesco.

  

Outcome and outlook

The paper establishing the OUV of Amboise encompasses the following components: 

  • The fortified site of Amboise and its urban façade;
  • The crossings, high water protection, ports and promenades; 
  • The château’s renewed focus on the Loire and the town’s development;
  • The Duke of Choiseul’s estate and industry in Amboise.

The components of the OUV defined collectively stem from a cross-referencing of the two assessments, presented particularly in the form of a mapping of the OUV component parts. The paper has been approved by the AVAP’s Local Board, with a presentation and debate. Thanks to this work, it has been possible to fine-tune the AVAP regulations to best reflect the OUV through a typology of the heritage and landscape situation, used to draft specific regulatory datasheets.
